The first section of this tender accepts the bid of the consortium。

Each party to the consortium shall have at least one of the above qualifications, and the lead person must be the construction unit。Joint bid shall meet the following requirements:

（4Where a consortium participates in the bidding activities, the parties to the consortium may not participate in the bidding activities under the same contract separately or form a consortium with other consortium members;
