       In order to implement the provincial Party Committee inspection feedback problem rectification work requirements，Further strengthen the province's housing construction and municipal infrastructure project tendering and bidding activities supervision，We will severely crack down on violations of laws and regulations in bidding activities，We will standardize the order of the bidding market，In accordance with the "People's Republic of China Tendering and Bidding Law", "the People's Republic of China Tendering and Bidding Law Implementation Regulations", "Ministry of Housing and Urban-Rural Development on Further Strengthening the supervision of Housing construction and Municipal infrastructure projects Tendering and bidding Guidance" (Municipal construction Regulation (2019) No. 11) and other provisions，The Provincial Department of Housing and Urban-Rural Development has studied and formulated the List of Prohibited Behaviors of Tendering and Bidding Activities of Housing Construction and Municipal Infrastructure Engineering Projects in Henan Province (Annex 1) and the List of Prohibited Behaviors of Tendering and Bidding Supervision of Housing Construction and Municipal Infrastructure Engineering Projects in Henan Province (Annex 2).。It is hereby issued to you, and the relevant matters are notified as follows, please implement them together。

      First, the local housing and urban and rural construction departments shall strictly perform their duties of supervising the bidding and bidding of housing construction and municipal infrastructure projects in accordance with the law。In accordance with the List of Prohibited Acts of Tendering and Bidding Activities for Housing Construction and Municipal infrastructure Projects in Henan Province (Annex 1), we should strengthen supervision over all market entities participating in tendering and bidding activities, and increase efforts to crack down on illegal behaviors。State functionaries are strictly prohibited from illegally interfering in bidding activities by any means。The prohibited acts of State functionaries in performing their duties of supervision over bidding and tendering shall be listed in the form of a list (Annex 2) and published to the public。

      Second, the local housing and urban and rural construction departments should strictly implement the supervision responsibility，The whole process of tendering and bidding activities of housing construction and municipal infrastructure projects is supervised online through the "Henan Online Supervision Platform for Public Resource Transactions" (referred to as "online supervision platform")，Timely handling of early warning information generated by online supervision platforms，Feedback to supervise the completion of the matter。

      Third, local housing and urban and rural construction departments should establish and improve a fair and efficient complaint handling mechanism, unimpeded complaint channels, and handle bidding complaints according to law。To regulate the bidding complaint behavior, the complaint should include the name, address and effective contact information of the complainant and the respondent, the basic facts of the complaint, relevant requests and claims, effective clues and relevant supporting materials, and the supporting documents that have raised objections。Malicious complaints about fabricating facts, forging certification materials, obtaining certification materials by illegal means, shall be rejected and investigated for corresponding responsibilities according to law。
