1. Bidder qualification

Legal persons, natural persons and other organizations within and outside the People's Republic of China may apply independently or jointly, unless otherwise provided for by laws and regulations。

There are any of the cases of forging official documents to defraude land use procedures, illegally reselling land, illegally transferring land use rights and other illegal acts, causing land to be left idle for more than one year due to enterprise reasons, developing and utilizing land in violation of the conditions stipulated in the transfer contract, arbitrarily changing the use of land for low-income housing projects to engage in commercial housing development, defaulting on land transfer fees, and being listed by the people's court as persons subject to enforcement for breach of trustEnterprise or individual，They shall not participate in bidding for the right to use state-owned construction land。

Second, the state-owned construction land use right online listing transfer through the online trading system。Visit Kaifeng Public Resources Trading Information network (website:http//:ql8f.rpdue.com/Applicants who register as members and pay the bid deposit in full can participate in the online listing sale activities。

The bidder shall pay the bidding deposit in full and on time according to the bidding account randomly generated by the online trading system。Where multiple land leases are bid for at the same time, the bidding deposit shall be paid separately。

The state-owned construction land use right online listing transfer is limited to online bidding, no reserve price listing。The winners will be determined according to the principle of the highest bidder。
